The Rev. D. C. Bates wires as follows at noon to-day :
Winds, westerly backing by west to south; the weather appears likely to be cloudy and unsettled; heavy rain is to be expected with rivers rising shortly; the barometer has a falling tendency, hut rising shortly. Sea heavy, tides good.
