Persuasive eloquence will not shift those who are hanging back. The voluntary system has not been a failure. New Zealand has responded nobly in proportion to her population, but all things have an end, and the end of voluntarism is in sights It now remains for the Government to adopt compulsion if it is to keep its pledged word with the Imperial authorities.
