COUNT BERNSTORFF.
AMERICA’S WARNING
MEND, OR DEPART. Doxdox, Feb. 41. The “Daily Telegraph’s” Washington correspondent states that Count Berustorlf’s pernicious inlluence has commenced to decline.
It is believed that Count Berns torff prompted Germany to warn America that armed merchantmen would be treated as warships, thinking that he would have caught America off her guard, and hoping to precipitate a violent controversy with the Entente.
Instead, President Wilson seems, for the first time, to be inclined to force the submarine issue to a Jiniih, despite the possibility of the breaking off of friendly relations. Further submarining is almost certain to result in Count Berns torff following Dr. Dumba. He has been already warned that he must cither mead his ways or depart.
