REPRISALS.
The suggestion of M. Guales de Mezauban that for every merchant ship sunk by the German submarines, a German ship lying in French ports should be confiscated and utilised, seems perfectly feasible, says the Navy. The objections that Germany would retaliate by similar measures need not be considered, as, while the allies posses the command of the seas, such a reply would be impractic-,
able. Under ordinary conditions, the German ships lying interned in British ports would be released at the end of the war. But Ger many is not an ordinary antagonist, and she over-rides or violates all ordinary belligerent conditions. The carrying out of M. de Mezauban’s proposal would be an answer such as Germany could understand. It is hoped that the Government will immediately fall in with M., de Mezauban’s practical scheme.
