Fraser) has received a lengthy telegram from the Mayor of Wellington concerning a conference of Mayors throughout the province at Wellington, on Friday next, for the purpose of considering a proposal to federate the various patriotic societies and funds, and to agree upon a uniform system of relief, and to nominate trustees and an executive. On account of the rains experienced during the past few days the river has risen considerably. On Tuesday afternoon advice was received that there was a rise of 11% it. at Woodville, and the water was then still rising, but yesterday afternoon Woodville reported a fall ot nine feet. Apparently, however, there was a fairly heavy fall of rain up country last night, a report from Woodville this morning stating that there was a rise of one foot and the river, was still rising. As a matter oi fact all the soldiers ol General Joffre’s army get regular leave in turn, with one notable exception. Since the beginning ot the war no member of the garrison of the famous fortress of Verdun has either been home or allowed to communicate with his friends. The rapid fall of Liege and Namur resulted iu the entire alteration of the defence of the famous fortress, and in order that the Germans shall not learn the secrets of the new defences, even accidentally, no man is allowed to leave or communicate with the outside world. A Sydney cable states that Arthur Kidman was fined ,£2OO on a charge of torging and uttering a tender for military contracts in the name of C. Brown, and a similar amount for forging a tender in the name of A. Jmies, whereto he pleaded guilty. The Chief Justice, in passing sentence, said the case was the first under the new law, and he accepted Kidman’s statement that he did not think he was doing harm, though he was sorry such an impression should prevail in the mind of Kidman or anyone else. So far the evidence showed that Kidman’s action did no mischief to the Commonwealth, and under the circumstances he would deal with the case rather as an attempt to gel an unfair advantage of the Commonwealth than as a serious completed act.
