GERMAN GOVERNOR OF BELGIUM.
The German military Governor of Belgium is Field-Marshal Freiheer Von Der Goltz, who is a well-known authority on strategy and the author of many books and pamphlets on the art of war. To the general public he is better known as the instructor of the Turkish Army, to which he was lent in 1883. His efforts, which extended over nine years, proved, however, of little avail, as Abdul Hamid would never allow the assembly of large bodies of troops or even gun practice to any extent. It was only after the Turkish revolution that the teachings of Von Der Goltz, who had gone back to his former post, began to be applied in earnest, but then F was top Ipte. The Field-Marshal is 71 years of age. He commanded various army corps in his own country, and shortly before his retirement was inspector-general of the 6th army inspection in Wurtemb^rg,
