THE LICENSING BILL.

PASSES SECOND READING. BOTH PARTY LEADERS SUPPORT MEASURE. Wellington, July 22. The Licenslug Bill, providing for a reduction of the majority required to carry prohibition passed its second reading in the House last night by 38 votes to 36. Whilst supporters of the Bill are naturally jubilant at the result of the division, the opponents are deriving or professing to derive quiet comfort from the fact of the very narrow majority by which the second reading was carried. Many of them declare that the fate of the Bill is sealed. It is stated that opponents of the Bill have a large number of amendments prepared—sufficient in their opinion to delay the progress of the measure for weeks. Supporters of the Bill express themselves confident ot the measure passing. They also say that they expect the Legislative Council will pass the Bill.
