The Times says the situation has hardened and the chances of agreement are more remote than six months’ ago. It is understood that no attempt will be made to establish a provisional government in Ulster until the Home Rule Bill has received the Royal Assent. OMINOUS CALM IN BELFAST. MOVING TROOPS AND CONSTABULARY. London, May 26. There was no general celebration in any part of Ireland. The news was quietly received in Dublin and there was unusual quietness in Belfast. There was considerable excitement at Newry in the morning on receipt of orders to send soldiers’ wives and children to the Curragh, which was carried out. The troops at Newry are now confined to barracks. Extra police have arrived at Londonderry, where all is quiet. A thousand constables have been despatched to Ulster from the Leinster counties, and 140 have left for Belfast armed with rifles and several rounds of ball cartridges. The military are confined to barracks.

Derry covenanters have been urged to remain in their homes. The Tyrone County Council election takes place to-morrow. The Nationalists are making desperate efforts to win control. A collision of the rival volunteers is feared. A Catholic Peace Committee has been formed in Belfast to assist the authorities to preserve order in conjunction with the passing of the Home Rule Bill.
