The November number of Ibis popular journal (6d.) contains several articles of especial interest just now. The visit of the four Amercian Commissioners inspires the paper, “ Shall Australia Pat lb cipate in the Panama Exhibition ?” The writer strongly advocates the Stale taking part iu this great World’s Fair, aud the recent falling off of Australian exports to America leuds point to bis remarks. Mr Stead writes again on the Defence Act, dealing this time with the finance of the laud forces. He points out that alter three years we are spending nearly ,£2,000,000 more than what the land forces were supposed to cost wheu iu full working order some years hence. Iu 1920 we will|he spending £’5,000,000 on this branch of the service unless the automatic increases are drastically cut down. The Melbourne Herald has been attacking Mr Stead for his first article on the Defence Act, and he refers co the matter in an article, “ The Herald on Defence.” Mr Carl Crow contributes a most informing character sketch on Yuan Sbih-Kai, the president aud virtual dictator of China. The History of the Month iu Caricature is as entertaining as ever, aud the summary of interesting articles iu the magazines is excellently done. The Editor contributes his sixth paper on his father, W. T. Stead, telling of bis Russian experiences.
