LOCAL BILL. FOXTON HARBOUR BOARD LOAN BILL. PUBLIC notice is hereby given that the Foxton Harbour Board proposes to introduce into the General Assembly in the forthcoming session of Parliament a Bill to effect the following objects: I. To authorise the Foxton Harbour Board to borrow any sura cr sums not exceeding twenty thousand pounds (£20,000), ot which the annual charges for interest and sinking fund shall not exceed six pounds (£6) per centum per annum for the purpose of purchasing the Foxton Wharf appurtenances and revenue, erecting necessary buildings ana renewing portions of the Wharf, or in the alternative any sum or sums not exceeding ten thousand pounds (£10,000), for erecting a new Wharf and providing all necessary accommodation in connection therewith, the loan in either case to be secured upon the property and revenues of the Board, and also to be secured by annual contributions to be apportioned by the Governor between the Boroughs of Palmerston North, Feilding, Foxton and Levin, and the Counties of Manawatu and Kairanga, with a proviso that payment of such contribution shall not be required except in so far as the funds and revenue of the Board shall be insufficient to meet the annual charges including sinking fund on the loan after payment of the ordinary annual expenses of the Board. 2. To empower the Foxton Harbour Board to acquire the Foxton Wharf with the consent of the Governor-m-Council, and erect buildings and renew portions of the Wharf or to erect any new Wharf and buildings and provide accommodation in connection with it. 3. To create a district to be called, “The Foxton Harbour District” consisting of the Boroughs of Feilding, Palmerston North, Foxton and Levin, and the Counties of Manawatu and Kairanga. 4. To provide for the apportioning between the several Counties and Boroughs in the district constituted as above mentioned, t.he contributions required from the said Counties and Boroughs to secure the annual charges including interest and sinking fund on the said loan. 5. To empower the Board to recover from the local authorities of the Counties and Boroughs in the district the contributions allocated to such Counties and Boroughs respectively, or the proportions of such contributions which may be needed to make up for any deficiency in the funds and revenue of the Board in payment of the annual charges including sinking fund on the loan. 6. To empower the Board to appoint agents to raise the loan. 7. To increase the membership of the Board by providing that an additional member of the Board shall be elected by the electors of the County of Kairanga, and mode of election and without affecting anything done previous to the appointment of such new member. Copies of the Bill are deposited at the Magistrate’s Court, Palmerston North, the Magistrate’s Court, Foxton, and the office of the Foxton Harbour Board at Foxton, at all of which places it is open for inspection.
