The High Commissioner cabled . at noon yesterday as follows : ■: The hemp market is depressed , and speculative. Decline caused by absence of manufacturers. Good-fair, ; fair, 10s. ..Prices are nominal. Forward shipments about the same price. Manila, forward, The output of Manila for the week was ’21,000 bales.
