IT is with a great deal of pleasure that I again offer my services for the position of Mayor for the coining +erm T t wa." with regrot that I was compelled to retire from the position after the ■ oms fire which -'impelled me to re-organise my business,, and ' . ;. It impossioie for lac .o carry out the Mayoral duties as was required. I have.now made arrangements whereby I shall be able to devote whatever time is needed for this important office. After many years experience a» CoucdlMr. and four years as Mayor, I claim to have a very minute knovvjem e cf what work hasbeen accomplished in the past, and that which is required to be done in all parts of the Borough in the future. I am one of the largest ratepayers in the town and our interests are mutual. I claim to hold progressive views on Municipal life, and I can assure you that if it is possible to make the Borough more prosperous and attractive I shall do my utmost to make it so. I desire briefly to give some of my views on the more important questions of Municipal control. MUNICIPAL ENTERPRISES: GASWORKS It is well-known, to the older residents more particularly, in this town, that I have always been a strong advocate of the view that all such enterprises as Lighting, Water, Tramways, and Pictures should belong to the Borough. I have urged strongly both at the Council table and public meetings that we have' no right to give any concessions away which would be profitable to us and which should be under our control. Ratepayers will remember well the stand I took when the Gasworks were in debate. I strongly advocated that we were doing a wrong thing in giving the concession to an individual, and urged that if an individual could make them pay we coaid more so. You may hear the statement made that I, as a shareholder of the Company made money out of the transaction ; that I engineered the sale to the Council, and that I did many other wrong things. I ask you; Ladies and Gentlemen, to take no notice of these untruths which are being circulated by persons who are seeking to damage in every way possible my character and chances of success. All my transactions while at the Council table will stand any investigation, and I ask you to do your best for me by defeating such unfair electioneering tactics. I have never taken any part - either at public meetings or at the Council urging the -Borough to purchase the Works, and every Councillor sitting with me at the table will bear these statements out. MUNICIPAL PICTURES. I claim to have brought forward the motion for a Municipal Hall, also to have been one of the promoters of the finest enterprise which any Borough could undertake, viz.. Municipal Pictures, which have proved such a wonderful success.. I supported strongly the Borough controlling its own Pictures, believing that such profits were the rights ot the people. This Hall has been quoted from one end of the Island to the other as an example of true Municipal enterprise, and we are in a position to compete against all-comers,, and if necessary our prices must be lowered to meet any circumstances that may arise in the future. WATER AND DRAINAGE. I believe that no town can be sanitary and attractive until a good Drainage System is installed, and I would favour discussing this important matter promptly, so that we can be prepared to submit a proposal when the opportune moment arrives. As Mayor, T have already submitted a loan proposal for an artesian scheme, and although this was rejected, we now have all the information required. There now remains the only other scheme available, the gravitation proposal from Snannon, and I would favour having an expert’s report of this supply at the earliest moment. HARBOUR AND WHARF IMP KOYEMBNTS AND RAILWAY. As Chairman of this Board for nearly 12 months, I am fully conversant with all the details of its great fight for the Wharf and its " revenue, and it is essential that the Council should assist it in every way possible and I would support the Board in all its endeavours to gain its rights, as the future prosperity of our town depends upon our Harbour facilities. Regarding the Sanson Tramway extension and railway connection to Levin, I have already been on several deputations to urge that these requests be granted. ROADS, FOOTWAYS AND KERBING. This is one matter that I hold strong views upon. While it is admitted that our revenue will not allow us to do much more than maintain our roads in good repair, I am strongly of the opinion that we should do more definite work in the formation and kerbing of our footways beyond the town, and if we cannot make sufficient progress out of revenue we shall have to consider the advisability of a small loan for the purpose of giving better facilities for those living outside the main streets. TAXATION. On the question of rating 1 am absolutely opposed t® any increase on our present <rates, and I do not think, however much we might like to see large works carried out, that we have a right to pledge a higher rate until the present gas rate is unnecessary. This. \ am glad to say, may not be required this year at all, and if this is the case our position is much improved. FREEZING "WORKS. Some three years ago, I. as Chairman ot iff. Harbour Board together with members of the Board, conveyed. Mr Cooper, Chairman of the Waingawa Freezing Works, to the Heads with a view of getting the works erected there instead of in the Wairarapa District! Our efforts failed; but I am sure the time has arrived when we should move in this most important matter to our District. We have admirable facilities for carrying on this work. Land is available in plenty; in fact, sufficient land was offered by the Board, free, if the works were erected. If elected or if defeated. I shall be one to do my best to forward this magnificent enterprise. IN CONCLUSION. Ladies and Gentlemen. I ask for your support on the following grounds : (I) I have served you many years in the iiast and have b*en repeatedly told that the Borough has never made more progress than during the lust few years. (-) I ani absolutely loyal and enthusiastic in the future of our towh - and believe in the absolute right of the people to own all profitable interests. (3) Through long experience I know the wants of the Borough and do not require to waste time in finding out your needs, and I have a thorough knowledge of all the details of Council administration. (4) Since the resignation of the Town Clerk it will be readily ' understood that it is very necessary that whoever is elected as Mayor should have had previous experience of "local Municipal control. (5) And, finally, Ladies-and Gentlemen, you can trust me to serve you-honestly, without fear or favour. I have no party, as I hold that all sections of our community are entitled to ’equal consideration, and I will see. as far as I am able, that every part of the Borough has a fair proportion of the rates spent upon it. It is expected that the voting will be very heavy and the contest keen. Would you kindly, if you favour my election BE SURE to record your vote. 1 Yours faithfully, G. H. STILES.
MUNICIPAL ELECTION. TO THE BURGESSES. Ladies & gentlemen.—At the request of a number of ratepayers I have consented to allow myself to be nominated for the office of Councillor at the forthcoming municipal election, and should you elect me as one of your representatives you can test assured that I will do all in my power to further the interests of the borough as a whole. My motto will be “Progress” and one matter in particular which will receive my whole-hearted support will be that of a comprehensive water and drainage scheme for the borough, and I will do all in my power to afford the ratepayers an opportunity of again voting on this qviestion.
