HALL SUPPER ROOM CHARGES.

NOTICE OF MOTION AND PROLONGED DEBATE.

Something over an hour was taken up at Monday night’s Council meeting as a result of a notice of motion by Cr Richmond to the effect that the prices of the Town Hall supper-room be amended. The present schedule of charges for the supper room only provide for club meetings, committee meetings, etc., and in moving his motion Cr Richmond said that he considered prices should be fixed for public meetings, valedictory socials and addresses to the There were a number of functions held that would come.under this heading and which would not be large enough to justify the promoters taking the Town Hall for same. He would like to see a scale of charges fixed to cover these functions.

Crs. Whibley, who seconded the motion, and Chiystall supported it on the ground that there should be something in the schedule of charges for the Town Clerk to go on. Cr Adams said he would oppose

the motion as the prices fixed at present were perfectly satisfactory. , The motion did not propose to add other prices but to amend those at present on the schedule. The mover said his intention was to add further prices, not to amend those at present in use. It was unanimously agreed that Cr Richmond be allowed to alter his motion to read that further prices be added instead of prices be amended. The amended motion was then put to the meeting aud carried. Cr Richmond then moved, and Cr Whibley seconded, that the Town Hall supper room be let for the following purposes: Public meetings, valedictories and addresses to the electors, for 5s by day and 7s 6d at night.

There was some discussion on

this motion and the Mayor then moved and Cr Coley seconded an amendment to the effect that the prices for Town Hall supper-room for public meetings by day be £i and at night £i ios. The amendmendment on being put was lost and Cr Adams proposed a further amendment: that prices for use of Town Hall supper-room for valedictory socials and public meetings of an attendance of not more than 80 persons, be ios by day and 12s 6d at night. This was seconded by Cr Speirs, but on being put to the meeting suffered the same fate as the previous amendment. The Mayor was about to put the original motion when Cr Speirs rose and stated that he intended moving a further amendment fixing the prices at 12s by day and 15s at night. He was proceeding to write out his amendment when Cr Whibley, armed with a copy of the Standing Orders, rose to his feet and moved “that the Council proceed to the next business,” as provided for in Rule 44. This motion was then put by the Mayor and carried unanimously. When the next business was mentioned Cr Adams asked what was to become of Cr Richmond’s motion. The Mayor said that it had been unanimously agreed that the Council should proceed to the next business. This was a perfectly correct proceeding and was distinctly provided for by Rule 44 of the Standing Orders, which read : “A question may be

suspended ; —(x) by the motion : ‘That the Council do now

adjourn;’ (2)' by the motion: ‘That the Council proceeds to the

next business.’ ”

The Council

had unanimously agreed to proceed to the next business and he ruled that this was quite in order. The Council then proceeded to discuss the text business-
