Elsewhere in this issue is published the manifesto of candidates representative of the industrial workers, who seek election to tne Foxtou Borough Council at the forthcoming municipal election. Included ou the ticket are the names of two sitting Councillors— Crs Hannah and Richmond while the others, excepting Mr Thos. Henderson, are yet unknown in local public affairs. Looking at the manifesto, apart altogether from class prejudice, we do not think any reasonable person can take exception to many of the planks. No candidate, prospective or otherwise, or present Councillor would oppose a comprehensive water and drainage scheme for the borough. We have on more than one occasion urged an amendment to the Municipal Corporations Act making it compulsory for local governing bodies, where the population exceeds a thousand. to put down a water and drainage scheme independent of a vote of the ratepayers; and , that the Government should liberally subsidise localities where extraordinary difficulties present

bemselves in the carrying out of inch schemes. Fortunately, the najority of towns in the Dotninon are favourably situated in this espect and a cheap jibe at Foxon’s backwardness is evidence of gnorance. The magnificent Manavatu river skirts our town, but :he water is unsuitable for iomestic purposes, unless scientifically treated. Rippling streams ind torrents from mountain sources —the best of all supplies are miles removed from our town, and while this is the source from which we should like to draw our supplies, it would impose a heavy handicap, for those responsible for the laying out of the settlement overlooked an endowment in the nature of a water reservation area, and now, in order to tap this source, almost insuperable difficulties would have to be overcome and a loan of ,£25,000 would cover little more than half the cost from the bills. We assume, therefore, that the ticket’s loan proposals refer to an artesian supply, and if we are to have a water and drainage scheme in the near future, this is the only scheme which such a small community could be burdened with. We will deal more fully with this scheme and the objections raised thereto at a future date. Touching the acquisition of the wharf aud the linking up ot the Main Trunk Line between Marton and Levin, we are in hearty agreement with the ticket and are sorry to have to admit that the Council in the past has not displayed that agressive attitude on these important questions which their importance demands. The port and railway extension are ot paramount importance to Foxton. The other planks in the manifesto deal principally with matters of administration of which every Councillor should be thoroughly conversant. The only other point is in respect to the establishment of a municipal coal yard. The Council has already been circularised by other municipal bodies on this point, urglug that representation be made to Parliament to amend the law in order to allow municipalities which have put down gas works to sell coal to residents. The policy of the ticket is fairly stated and progressive, and indicates that the candidates are anxious to work for the advancement of the borough and the welfare of the residents.
