The Manawatu Herald. Tuesday, February 11, 1913. CR RICHMOND’S NOTICE OF MOTION.

“To him that hath shall be given and to him that hath not shall be taken away even that which he hath. ” That’s a biblical quotation which wasn’t used by Cr Richmond at last night’s Council meeting, when he moved his notice of motion to the effect that no borough officer or employee should be allowed to compete in the labour market with the public. It appears that the Town Clerk and sanitary contractor, according to Cr Richmond’s reasoning, have their full share of this little borough’s good things and they should rest content with their several billets without taking extra work, which might be done by others not so well provided for. Hence the application of the quotation which the Council verified by kicking out the well-meaning and truly socialistic motion. But seriously, there is a very different interpretation of the quotation from its literal rendering. However, the root of the whole trouble lies in the fact that the sanitary contractor was the highest tenderer lor the racing club’s gate privileges at the recent race meeting, and he employed men outside the town to officiate at the turnstiles in preference to local residents whose services were at his disposal. It would have been better for Cr Richmond to suggest to the Racing Club an alteration in the conditions governing the letling'ol such privileges, rather than the

Council’s time should be wasted iu discussing such irrelevances. It will be time enough for the Council to deal with its officials and employees when evidence is forthcoming that “extras” are prejudicial to the faithful discharge of their respective duties.
