THE FINANCIAL BUGBEAR. London, November 19. The Right Hon. A. Birrell, Chief Secretary for Ireland, speaking at Leeds, declared that Ireland was not contributing a farthing to the upkeep ol the Army and Navy. Instead, there was an annual deficit of two millions. It was hopeless to expect to effect economies while they withheld Home Rule. Without imposing undue burdeus on the British taxpayer they might cat loose, and give Ireland au opportunity of working out her own regeneration. In any case, the British taxpayer must not allow the financial bugbear to Lighten him.
