BOROUGH COUNCIL

MONTHLY MEETING. The ordinary mouthy meeting oi the Foxtou Borough Council was held in the Council Chamber last night. Present : His Worship the Mayor (G. H. Stiles, Esq.), and Crs Coley, Gibbs, Speirs, Adams, Stewart and Carter. Leave of absence was granted to Crs Chrystall and Greig. THE VALUATIONS. A letter was read from the Valuation Departmeet advising that in assessing the values of Lot i Harbour Street and Lot 2 Main Street in the former’s valuation, the right-of-way from Alain Street had not been taken into consideration. This now had beeu done and the valuations, with this addition, would be allowed to stand. The Town Clerk explained that the valuations referred to were the vacant section in Alain Street —a quarter of an acre was valued at £963 and the Shipping Co.’s section, practically twice the size was valued at only ,£193. The Alayor said that in conversation with Air Alason, Government Valuer, at Levin recently, he had informed him that if he raised the valuation of the Shipping Co.’s property he would also have to raise the whole of the valuations in Harbour Street, and he did not think it was warranted. The valuer admitted that he had omitted to charge the property with the right-of-way. Cr. Coley said that the section in Main Street was not overvalued, as when it was sold recently, with a building, the price paid was ,£1,350.

Cr Speirs considered that all the properties in Harbour Street were a long way undervalued and should be valued at £3 per foot. Cr Gibbs thought that the section in Harbour Street was worth at least half as much as the > section in Main Street.

The Mayor said that the Shipping Co.’s property was not valued in proportion to the vacant section adjoining it. At the same time he did not think the properties in Harbour Street should be valued any higher than they were at present —£2 per foot. The matter was then allowed to drop. RIiPOKTS. The Inspector of Nuisances reported that the Borough was fairly dean. The rubbish depot, however, was becoming a nuisance and some person had also been depositing rubbish in front of the racecourse. The poundkeeper reported that during the month of October 15 horses and 19 head of cattle had been impounded by the ranger and that driving fees amounting to iSs had been collected. Six calves had also been impounded by a settler. ACCOUNTS amounting to .£1,197 IS 6d were passed for payment. The amounts allocated to the different accounts 1 were as follows : —Gas Works Ac-"> count £230 3s 1 id, town hall £t>4 2s pd, general .£6B 13 gd, cemetery ,£7 10s, town hall loan £761 17 nd, reserves £27 17s 3d, library £2 2s, Sanitation £24 13s 9d. GKNKRAb. it was decided to purchase one patent hand chemical lire engine with two extra charges at the price quoted by Mr W. T. Johnston, ol Wellington, £2 ss. Mr B. H, Just wrote offering to give the Council x,ooo yearling cabbage trees tor planting in the Borough reserves and gardens.— It was decided to thank Mr Just for his kind offer and the Council will notify him immediately as to the number required. Mr T. Kimmer’s resignation as Councilor was received ; the reason for the resignation was that it interlered with his present business.

The Chairman of the local School Committee wrote asking the Council to remit the whole or part of the sanitation rate in connection with the school, which amounted to £S xos. —It was decided on the motion of Cr Coley, seconded by Cr Adams that the School Committee be advised to make application to the Education Board and their letter be held over pending a reply from the Board.

it was decided on the notion of Cr. Gibbs, seconded by Cr Speirs, that the roads within the Borough be opened lor grazing between the hours of five o'clock in the morning and six in the evening until the next monthly meeting of the Council.

Mr M. Eittlejohn wrote asking that the by-law in reference to keeping swine in the Borough be either strictly euiorced or repealed. —No action taken. The Council rose at ro.ao p.m.
