BOROUGH COUNCIL

MONTHLY MEETING

The ordinary monthly meeting of the Foxtou Borough Council was held in the Council Chamber last night. Present : His Worship the Mayor (G. H. Stiles, Esq.), and Crs Adams, Coley, Chrystall, Speirs, Stewart, Carter, and Rimmer. Apologies for absence were received from Crs Greig and Gibbs. CORRESPONDENCE. Correspondence was read from Mr S. Kirkland, forwarding signed agreement in connection with supply of engiue for Town Hall.— Received. From the New Zealand Railways advising that if notified when Council is ready to cross railway line with gas mains a permit will be issued. —Received. From the Foxton Racing Club asking for permission to fence a piece of land soott x 12ft in reserve leased by Mr A. King, on which to erect conveniences.—Decided ou the motion of Cr Adams, seconded by Cr Chrystall, that the Council has no objection to giving permission asked for by the Racing Club for conveniences, during Mr A. King’s lease. From Mr A. Jonson, sexton, applying for increase in salary from £$ to ,£io per annum.—Decided ou the motion of Cr Carter,, seconded by Cr. Adams that the salary of the sexton be Increased to £*] los per annum. GENERAL. The poundkeeper reported that during the month of August, 19 horses and 35 head of cattle had been impounded by the ranger, and two head of cattle by a settler, and driving fees amounting to £1 16s had been collected. Accounts amounting to ,£1,295 were passed for payment. The Inspector of Nuisances reported that the town was fairly clean at present. Notices had been served on occupiers in Main Street not to shake mats in the street or sweep rubbish into the gutters. He asked whether the Council wished him to take proceedings against offenders.—Decided outhe motion of Cr Adams seconded by Cr Rimmer that the Nuisance Inspector be instructed to take action where regulations referred to are not carried out. Cr Stewart reported that he had taken a list for subscriptions for the Taylor Memorial round the town and as a result had collected the sum of £2 12s which amount he had forwarded ou to the Treasurer of the fund in Christchurch. Cr Speirs reported having purchased the 200 chairs from the Comissioners of the Wellington Exhibitou at 5s each. SHANNON WATER SUPPLY The Mayor stated that the reason the conference of delegates from Shannon and the Foxtou Councillors was not held, was because the Shannon people found it inconvenient to come to Foxtou. They suggested that the Foxton Councillors should meet them at Shannon. He asked for the Council’s opinion on the matter.

Cr Stewart said that it was plain that if a loan for a water supply were put before the ratepayers during the present year they would not sanction it. There was a considerable amount of growling over the new valuations. Cr Coley said he would not think of a water loan under present conditions. He would work against it as much as possible. He referred to the new Government valuations, and stated that one portion of his property had been valued at and that he had offered the self-same property to the Eaud Purchase Board for £2505, and they had simply laughed at the idea of paying the price asked. He didn't intend to pay bis rates as he had obtained a solicitor’s opinion, which was that the Government would have to reduce the valuations or take the laud. He gave instances of where sections of the same area, situated side by side had been valued at entirely different figures. Taken all through he considered the new valuations were very “ cronk." It was decided on the motion of Cr Speirs, seconded by Cr Coley, that the proposed meeting of Foxtou Borough Councillors with Shannon delegates re water scheme be postponed for the present year. VICTORIA PARK, Mr Shadbolt wrote offering to cut the grass in Victoria Park if allowed the grass. He suggested shutting the Park up and cutting same when ready. The sanitary contractor had suggested that the horse used by him should be put in the park on Sundays. The Mayor said they would have to get the Park mowed later on and would have to pay for it then. Cr Chrystall favoured grazing the horse there as it would effect a saving in feed. Cr Coley agreed that it would be a good idea to let the horse graze there. Where it was kept at present it was only eating sand. By putting the horse in the Park it would effect a saving of at least 30s in feed. Cr Speirs said the only objection he had was that it might destroy the trees. On the motion of Cr Chrystall, seconded by Cr Carter, it was decided that the Council’s horse be allowed to graze in Victoria Park, and that Mr Shadbolt’s offer be declined. The Couucii rose at 10.45 P-m.
