SIB JOSEPH WARD AT VANCOUVER.

Ottawa, April 5. Sir Joseph Ward kas arrived at Vancouver. Interviewed, he refused to give an opinion on the United StatesCanada reciprocity negotiations. He did not desire to criticise the policy of the other dominions. He hoped for a great expansion of trade between Canada and New Zealand. The new steamer service would be of great advantage in this direction. He advocated Imperial reciprocity, and urged the younger nations within the Empire to unite in defence purposes. The British fleet, in view of European developments, was needed nearer home. The overseas Dominions consequently ought to undertake their own defence. He criticised Canada’s immigration policy as regards the admission of non-British as contrasted with New Zealand’s aim to keep the country British, and not admit Orientals.
