W vshington, Feb. 21. President xau has sent Congress the text of the new trade treaty with Japan. The essential difference between the existing agreement is the omission of all immigration restrictions, leaving to Japan’s national honour the enforcement at its own ports of the restrictions now enforced at the ports of the United States. A bitter controversy is likely to take place in the Senate, where the Western members oppose the removal of restrictions. If the controversy becomes more acute the reciprocity agreement is not likely to be reached.
