HEMP MARKET. The High Commissioner cabled to us at noon yesterday as follows : —The hemp market is dull, expect no immediate change. New Zealand good fair spot ton, £22 ros; fair grade, £2O 10s ; Manila, same ; Manila output 23,000 bales.
