THE TERMS OF TREATY

Tokio, August 29

The Japanese - Korean treaty provides for the complete and permanent cession and annexation of Korea by Japan, the conferment on the Emperor and Crown Prince of Korea, their consorts and heirs, of appropriate titles of dignity and honour, also annual grants, conferment of peerages and grants on Koreans whose services are deserving of special recognition, and the employment in the public services of qualified Koreans who loyally accept the new regime. The Japanese Government has published a statement, which declares that as the Koreans’ treaties with foreign Powers lapse, Japan’s existing treaties, as far as practicable, will be applied to Korea. Foreigners resident in Korea will, as far as conditions will permit, enjoy the same rights and immunities as in Japan proper, and will have protection of legally acquired rights. The preamble of the statement declares : “The Emperor of Japan and Korea, considering the special close relations of the respective countries, and desiring to promote the common welfare of the two nations, and to assure permanent peace in the Extreme East, are convinced that the objects aimed at are best attained by annexation.” The statement further explains that the existing system of Government since 1905 has not proved entirely equal to the duty of maintenance of order and tranquility. Moreover, a spirit of suspicion and misgiving dominated the whole peninsula, hence the present treaty. Seoul, August 29. The Korean tariff schedules, covering imports and exports between Korea and all countries, including Japan, also the regulations governing the coasting trade and open ports, are to be continued for ten years, Masampo has been withdrawn as an open port, and Chiwiju opened in its stead. The copyright patent laws of Japan have been extended to Korea. New York, August 29, The Korean treaty of annexation has been published in Washington.
