PARLIAMENT.
The Budget debate has concluded. When the first item of the estimates was reached progress was immediately reported on the motion ot the Hon. J. Carroll. Mr E. H. Taylor’s Property Law Amendment Bill proposes that the owner of a lease for a term of not less than seven years shall have the right at any time during the existence of the lease to purchase the fee simple at a price equal to the capital value of the land at the date of the commencement of the lease, a price equal to the Government valuation at the time of making the lease if the contract was entered into after the coming into operation of the Valuation Act, 1896, or by arbitration if before that time. The system of arbitration, however, is not defined. There are other clauses ot minor importance in the Bill.
