BOROUGH COUNCIL.
MONTPIDY MEETING,
The monthly meeting of the Foxton Borough Council was held in the Council Chamber last night. Present; —His Worship the Mayor (G. H. Stiles Esq.), and Crs Speirs, Gibbs, Robinson, Rimmer, Coley, Ross, Stewart, Adams and Eevett.
The petition from residents on the south side of the Avenue, asking that a culvert be constructed under Johnston street to carry away storm water from their land, which had been read at the previous meeting, was brought forward, and it was decided ou the motion of Cr Coley, seconded by Cr Ross, that the request of the petitioners be granted, and the Town Clerk be instructed to order nine-inch pipes from the Cement ‘ Company for same. Correspondence was read from the Deputy-Valuer General, regretting that it is impossible for the Department to undertake a revaluation of the Borough this year. The matter would, however, be taken into consideration for next year.—Decided the Valuer General ' be requested to gel the re-valuation of the Borough made in ample time for the rate book of 1910-n. E. J. Martin, the collector of dog tax, forwarded his explanation in reference to the complaint made by Mr W. F. Gray at the last Council meeting.—The letter was allowed to lay on the table.
From the Secretary of the Municipal Association of New Zealand, advising that the biennial conference will be held on July 4th, and asking for name of Council’s delegate.—Received.
From the Clerk of the Manawatu County Council, forwarding copy of resolution passed at the last meeting, urging the Government to construct a line to connect th# tram line with the railway line at Greatford or Marton. —It was decided to co-operate as asked. From Mr H. W. Climie, advising that the borough map had been forwarded. —The map has since arrived.
From G. S. Whibley, drawing attention to the slate of Frances street at the present time on account of surface water. —Matter to be attended to.
The poundkeeper reported that y during the last month 40 head of cattle and 18 horses had been impounded by the ranger, and droving fees amounting to £1 2s had been collected. Six horses had also been impounded by settlers. Cr Ross brought up the question of the manner in which the ranger was carrying out his duties, ’ He said that stock was continually on the roads. —It was decided that the attention of the ranger be drawn to the number of horses and cattle that are continually straying on the streets in different parts of the town.
The Inspector of Nuisances reported that the Borough was in a satisfactory sanitary condition. In reference to trees overhanging the footpaths, these had all been attended to with one exception, that of Mr Gray in the Avenue. The Inspector stated that he had employed a man to carry out the work, but Mr Gray had defied him to do it, and he asked the Council what steps he was to take.
The Mayor stated that he had got an opinion from the borough solicitor, who stated that three months notice must be given before the Council could employ a man to do the work and charge the owner—no action taken.
Accounts amounting to ,£333 is 8d were passed for payment. Cr Gibbs brought up the question of the very serious state of the bar at the present time, and moved that this Council recognises the serious state of the bar at the Manawatu Heads, and trusts that the Minister of Railways will grant the Harbour Board the necessary funds to enable them to maintain the port in its proper state. A copy of the resolution to be wired to the Minister, and also to the deputation —Seconded by Cr. Ross and carried. It was decided on the motion of Cr Rimmer seconded by Cr. Speirs, that a special meeting be held on Monday, the 20th ot June, to pass a special order authorising the continuation ot Frances Street to Reeve Street, and also to discuss the offer from the I*evin Borough Council re water supply.
It was decided to invite tenders for the supply of 200 yards of metal. Tenders to be in by the next monthly meeting of the Council.
The statutory resolution making and levying a general rate of threepence and a library rate ot onesixth of a penny in the £, on all rateable property, and a sanitation charge of 16s per pan was passed.
A letter was read from Levin and Co., Ltd., drawing attention to the necessity for the better lighting of the streets approaching the railway station and wharf, suggesting that two additional lamps should be erected. The lighting by the Railway Department they considered was disgraceful. After little discussion it was decided bn the motion of Cr Speirs, seconded by Cr Adams, that the Town Clerk write to the Minister of Railways drawing his attention to the lighting of the wharf and railway station, and remind him about his promise to have the same lighted before winter.
