FOOTBALL.

RUEK3 OF RUGBY. The attention of referees and players is drawn to the following facts about the game : 1. A player, provided he is not carrying the ball, may be in touch and yet score a cry by touching the bail down with his hands. Many pla3'ers in touch think they are out of the game altogether. 2. When the ball is in the scrum or on the ground after a tackle it can be brought into play with the foot only. 3. The defending side cannot touch down from a scrum on or near the gaol line unless they have been pushed over by the attacking side. 4. If either the defence or attack is obstructed by referee in midfield, a scrum should be claimed and ordered. 5. If defence on gaol line be obstructed by referee a force should be allowed. 6. If attack be obstructed in similar position a try should be awarded. The line is in gaol. 7. There must be some movement ot hand or arm in direction of opponents iu goal to constitute a knock-on. The ball may rebound off the hand or arm. 8. There is no such thing as kicking over a mark. 9. A player must kick from a spot behind the mark and parallel to touch line. ro. In event of player not kicking from such a spot a fair catch may be made from such a kick by opposite side. 11. The whistle should not be blown for irregularities that are of no advantage to side committing them. 12. The ball should reach 10 yards limit only at kick-off. It should reach 25 line from dropout.

i 3. Players who are warned must be reported. Umpires may report cases of rough play to referee, who must cautiou or order off according to severity of offence.

14. A player may be on the ground and play the ball, provided it has not touched the ground.

15. A player passes to one ot his side. The pass was correct, but player waiting for it was in front of the ball and of the passer. He, however, turned round and snatched the ball. He should have been penalised for off side. 16. An offside player more than to yards away is immediately placed on side when ball has touched an opponent or when opponent has moved 5 yards in any direction.

17. If a player waits off side is allowed to intercept a pass he should be allowed to make use of it. He should not be allowed to wait offside. id. If referee allows an offside player to remain within 10 yards be should not penalise him for tackling an opponent. 19. Offside side players must immediately move away to yards in any direction before they can legally tackle a player or play the ball.

20. Players standing on opposite side of a line-out or amongst opposing forwards are offside. 21. Defending side is awarded a free kick and retires to its in-goal. Should they infringe while taking a kick, a scrum should be ordered 5 yards from goal line opposite the spot where the ball was last played. 22. There is no penalty for “ handling the ball twice." The kicker may handle as often as he likes providing the ball h.s nut been on the ground for the purpose of being kicked. 23. If above rule is infringed the kick at goal from a try is forfeited and drop-out ordered, and from a free also forfeited and a scrum ordered.

24. The placer and kicker must be different persons. 25. A player is directing the ball for a place kick. He retires to take kick. In the meantime one of his own side runs in and kicks a goal. Goal should be allowed.

26. Players cannot hook a ball unless it has been on the ground in the scrum. Unfairly put in the scrum.

27. Players in a scrum waiting for ball to be put in must keep their leet on the ground behind an imaginary line drawn through the centre of the scrum at right angles to touch line. Penalty, free kick.

2S. When a player with ball is down in a scrum, the referee should order a free kick against him or the side keeping 1 him there instead of a scrum on the plea of danger. aq. If the attacking side make infringements in goal a touchdown shall be awarded. If defending side commits such breach a five yards’ scrum shall be awarded attacking side.
