FOXTON BOROUGH COUNCIL.

MONTHLY MEETING. The monthly meeting of the Foxtou Borough Council was held in the Council Chamber last night. Present: —His Worship the Mayor (G. H. Stiles, Esq.), Crs Coley, Ross, Robinson, Eevett, Rimmer, Speirs, Stewart, Gibbs, and Adams. DKATII OK TIIK KINO. After the reading of the minutes the Mayor referred to the great loss the Empire had experienced by the death of the King and moved that this Council mourns the untimely decease of His Majesty, King Edward VII and deplores the fact that he should be called away at such an important time in the political life ot the Mother Laud. The motion was seconded by Cr Coley and "'■’•mod in silence. he Council then adjourned for .I an hour as a mark of respect. CORRESPONDENCE. On resuming, correspondence was read as follows : From H. C. Patterson asking that the right-of-way from Clyde Street be left open as it was the only entrance by which fuel, etc., could be carried to his premises. Decided that the motion passed at a previous meeting that turnstiles be erected at ends of right-of-way leading from Clyde Street to Ravensworth Place be rescinded and that for the time being the right-of-way be left open.

From Palmerston North Hospital and Charitable Aid Board advising that the levy was 4s 5d in the and the amount to be paid by the Foxton Borough Council iS',£33 6s yd.—Received. From Levin and Co., Ltd., in reply to a communication from the Council calling on them to blind with clay and metal portion of Harbour Street left bare by the sand taken therefrom and dumped on site now occupied by the company’s shed, stating thatl the sand was removed by the building contractors and they are solely responsible. They further pointed out that various persons have since removed sand.—Decided that a notice board be erected in Harbour Street warning carters or others from removing sand without permission of the Town Clerk. From W. J. White, drawing attention to the condition the front of his house has been left in on account of the lowering of the footpaths. —Decided that the Town Clerk be instructed to get a basement board affixed to Whyte’s Hotel where left bare by the lowering of the footpath. From W- Gray, lodging a complaint against the Dog Tax Collector, whom he states came into his house and grossly insulted him.—Decided that the letter from Mr W. Gray be referred to the Dog Registrar and he be asked for an explanation. From R. E. Gray, offering to repair Luce along drain opposite his property in Johnston Street, if Council will supply the material. —Request agreed to. From H. W. Climie, advising that a map of the borough will be completed withim the next week or so. N.Z. HEMP PROCESS AND BY-PRO-DUCTS CO., DTD. A letter was read from W. G. Richardson, Technical Director of the N.Z. Hemp Process and ByProducts Co., Ltd., asking that the matter of leasing portion of Harbour Street be re-considered. Mr Richardson was in attendance and stated that the terms offered by the Council at their last meeting were not satisfactory. His Company were prepared to spend in Foxton, and he therefore did not think that they came under the ordinary category of millers, as once there plant was down it was there for all time, whereas a mill could be shifted in a few days. What they required was some security of tenure. Cr Rimmer moved, seconded by Cr Ross, that the Council agree to give a seven years lease of unused end of Puicell Street to the N.Z. Hemp Process and By-Products Co., Ltd., with the right of renewal to 14 and 21 years at a revaluation, rent for the first seven years to be £5 per annum, Crs Ross, Robinson, Adams, Speirs and the Mayor spoke in favour of the resolution and Cr Coley opposed it. The motion on being put was carried, Cr Coley alone dissenting. THE BEACH ROAD.

The County Clerk forwarded a copy of resolution passed at the last meeting of the. County Council as follows. —That in the matter of a road to the Manawatu Heads this Council considers the sum of is necessary to complete the road satisfactorily and is prepared to ask the ratepayers to borrow one third of the actual cost up to that amount if the Government or other local bodies interested will find the balance.

Cr Gibbs moved, seconded by Cr Stewart that the Manawatu County Council be asked to have a re-valuation of their property at the Heads made at the earliest date with a view of further considering the making of the road to the beach.

Several of the councillors spoke to the motion in a similar strain to their remarks on the question at previous meeting.—The motion was carried.
