BOROUGH COUNCIL.
SPECIAL MEETING. A special meeting of the Foxtou Borough Council was held yesterday afternoon, for the purpose of inspecting various streets in the Borough and ascertaining what work is necessary. There were present, His Worship the Mayor (G. H. Stiks Esq.), and Councillors Coley, Gibbs, Rimmer, Robinson, Stewart, Speirs and Ross-
COOK STRKKT. Cook Street extension was first visited. There Mr Henuessy waited on the Council and pointed out work which he considered should be carried out before the street was taken over by the Borough. Cr Coley said he would undertake to cart all clay necessary for blinding the metal, and also pay the cost of grading channels and putting in a culvert to carry off storm water, and would supply a horse and dray for carting soil where necessary. It was unanimously decided to accept the offer, and after the work is carried out the street will be taken over. REEVE street. After disposing of Cook Street, Reeve Street was visited for the purpose of considering the best means of providing an outlet to Johnston Street from same. The Town Clerk read the various offers that had been made of property for the purpose of making the connection. The first was from Mrs Howe, dated December, 190 S, in which she offered to sell to the Council a strip of land 66 feet wide for the sum of it would still he necessary to purchase a small section, on which a three-roomed cottage was erected, from Mr Brewer, in order to complete the connection of Reeve Street with Frances Street, Two offers had also been received from Mr Brewer, one dated May, offering laud 66 feet wide to connect Reeve and Frances Streets for and another in June of ,£IOO for strip one chain wide, to connect Reeve and Johnston Streets, or in the event of Mrs Howe’s offer being accepted, he would be prepared to sell the Council the section with the threeroomed cottage erected thereon for ,£IOO. In September, Mr Brewer wrote .withdrawing the offers. After some discussion, it was decided, on the motion of Crs Ross and Rimmer that the Town Clerk be instructed to interview Mrs Howe and Mr Brewer and ascertain the prices they would be prepared to take for the laud previously offered, and submit a report at the next Council meetingeurcell street, Purcell Street was the next port of call. The Town Clerk read a letter received from the N.Z. Hemp Process and By-Products Co., Ltd., asking for a lease of the west end ■
of Purcell Street, from Harbour Street to the river, for the purpose of putting a tram line to the river, and also asking for permission to take drainage from the mill across the borough road to the river. The borough solicitor had been asked for an opinion as to whether the Council could legally grant a.lease of portion of a street, and he stated that they had the power to do so iu the present case as the land was not used or required for street purposes.
The matter was discussed at considerable length, and the following resolutions were brought forward :—Proposed by Cr Robinson, and seconded by Cr Rimmer, “ that the N.Z. Hemp Process and By-Products Co., Ltd., be offered a seven years’ lease of the land at a rental of £lO per annum, with right of renewal for a further term at a fresh valuation.”
An amendment was proposed by Cr Coley and seconded by Cr Ross that they be granted an occupancy at £$ per annum, payable in advance, the same as the other mills on the river bank. The amendment was carried.
A lurther motion was then proposed by Cr Speirs seconded by Cr Gibbs and carried that they also be offered a seven years lease at per annum, the whole amount (A7o) to be paid in advance and the lease drawn up by the Borough Solicitor. In reierence to the application re drainage, this was granted provided the work was earned out to the satisfaction of the borough surveyor.
After dealing with the above the Councillors proceeded to Clyde Street, where a complaint had been made by Mr Jenks to the effect that the right-of-way adjoining his property had been used by carts, thus damaging his fence.
It was decided to erect turnstiles at either end of the right-of-way. The north side of the Avenue Road where it is proposed to construct a foothpath was next visited and it was decided that the work be gone on with as early as convenient.
The Council ended up by visiting Norbitou Road and resolved that the drain along Russell Street be piped and filled in, where it crosses Norbitou Road and the footpath along the south side of Norbitou Road be formed as early as convenient.
