GUARANTEED ADVANCES BILL.

la the House of Representatives on Thursday, consideration in committee of the State Guaranteed Advances Bill was resumed. Mr Newman (Manawatu) moved an amendment to Clause 70, which provides that after the coming into operation of the Act loans shall not be granted to a local authority under Part II of the Bocal Bodies’ Boans Act, 1908, except in cases where the Minister has previously agreed to grant the same, or the local body has previously applied for it. Mr Newman’s amendment proposed to except county councils and road boards from this provision. He read a resolution of the Raugitikei County Council supporting his request. Mr Newman said the amendment had for its object to further the reading and bridging of the back-blocks.

The amendment was supported by Messrs Massey, Okey, Malcolm, Buchanan and Jas. Allen, and was opposed by the Premier and Messrs Witty and Bang. Mr Newman’s amendment was negatived by 39 votes to 23.
