In view of the discussion by the Wellington Teachers’ Institute of the subject of teachers’ appointments, and the resolution to be submitted to the Wellington Education Board, the remarks made by the Minister of Education (Hon. G. Fowlds), at a social gathering in Pahiatua, have a peculiar significance (says the Dominion). Mr Fowlds stated the success of our education system depended largely upon the efficiency of the teaching staff. To secure that efficiency there must be a thorough system of organisation. Teachers must be made to feel and realise that there preferment, or promotion, did not depend upon local influence, but upon good service and merit. The Minister said he felt that, with the special information at their disposal, and with the Inspectors’ reports before them, the education Boards were the best judges of the suitability of teachers for appointment or transfer. Whilst the Act of 1908 might somewhat restrict the powers of committees in the matter of transfer and appointment, he thought the change was for the best, and he urged upon committees, which had still many useful functions to perform, to work in harmony with the boards for the general_adygiogetaeDhOf theCuteS- ©£ Gti Scat ion.
