THE BEACH SECTIONS.
UPSET RENTALS & VALUES OF BUILDINGS DEFI- , NITELY SETTLED.
At last night’s meeting of the Harbour Board, the committee, consisting of Messrs Stiles, Wood, and Nash, which was set up at the previous meeting to draw up conditions of. sale of the leases at the Beach and assess the upset rentals reported as follows: —
“In accordance with resolution passed at last meeting of Board your Committee herewith submit its report for the consideration of the Board. Leases : We suggest upset rentals to be as follows
“Valuations: Herewith attached please find valuations assessed by your Committee and we suggest that the owneis of the houses be supplied with amounts assessed, giving them fourteen clear days notice to either accept the valuation or to notify the Board of their intention to remove buildings by 31st December, 1909. In the event of no reply being received the sections will be submitted to auction without loading tor buildings, the Board assuming the owners intend removing them. We suggest the Beard should submit to auction two sections together, each at present occupied by Messrs P. Robert and C. Dahl, at the upset price per section, owing to them unfortunately having, erected their buildings across two sections. Mr. Robert’s sections to be 7 and 8 and Mr Dahl’s No. 38 and 39. Re upset value of buildings:— Robert 400 Belt 20 Tortensen 106 Bennett 120 Turner 75 Browning 100 Turner (now E- Smith) 150 Bowater small cottage 25 ~ Cottage 100 Sanson (Perreau) 100 Dahl 175 C. T. “We suggest the leases should be offered by public auction at Foxton on Tuesday, 19th October, and thatthe conditions be, possession to be given the incoming tenants on Ist January, 1910. “As a further recommendation to the Board we suggest notices be sent to all present tenants to pay rent owing forthwith, “We suggest the leases should be for a term of thirty-three years with a re-valuation each eleven *"• years.
“The conditions to be that all lessees must erect, within twelve months, a dwelling to the value of not less than fifty pounds. In all cases must be submitted to the Board for approval. All buildings now erected and to be erected must be insured in the joint names of the Board and lessee. The usual conditions as to re-erection through fire to be complied with.”
Mr Moore said as Mr Gardener did not appear satisfied at the previous meeting with his opinion that the Board had power to load • the sections with the value of the improvements, he (Mr Moore) had submitted the question to Mr Findlay, of Wellington, for the 1 purpose of giving the Board the satisfaction of a confirmatory opinion, though he (Mr Moore) was quite satisfied as to the correctness ; of his own view of the matter. | Mr Findlay had considered the position fully, and had entirely corroborated ' the opinion Mr Moore had already given to the Board, and stated that in his opinion the Board had ample power under the Harbours Act and the Foxton IJarbour Board Act to load the sections in the manner proposed. Mr Gardener, referring to the Committee’s report, said, that in reference to the condition that lessees must erect a building to the value of £4O, he did not think that. the amount was sufficient. By leaving this clause as it was at present they would be encouraging the erection of a lot of shanties. He also considered that plans of buildings proposed to be erected should be submitted to the Board for their approval. The report with the alteration of the values of buildings to be erectd to and the addition of the clause requiring plans to, be submitted to the Board, was adopted. It was mentioned that the draft form of lease which Mr Moore had submitted to the Board, already provided for the plans ofx new buildings being approved by 7 he Board. A
| It was decided to get plans of sections to be sold, pointed, and to advertise the sale in the Feilding, Levin, Foxton, and Palmerston papers. Messrs Gardener, Nash, and Wood promised to ask the auctioneers at Levin and Palmerston North to submit to the Board their terms for conducting the sale of the leases.
