JAPAN'S EMIGRANTS.
ROOSEVEET’S advice. Nkw York, May 7. Ex-President Roosevelt, in an article in the New York Outlook, emphasises that it is the duty of the United States to wait and see whether Japan is able to prevent the immigration into America of Japanese labourers and srnajl traders in any appreciable numbers. : He remarks that if Japan is not able to do this, America must protect herself by treaty or legislation. Mr Roosevelt urges Americans to continue to build a first - class fighting navy if they wish to withstand any nation that might choose to disregard their policy concerning immigration. A strong navy is also needed for the protection of their interests in the Panama Canal, and of their countrymen abroad.
