BOROUGH COUNCIL BY-LAWS.

Sir, —I am desirous of calling public attention to what is, in my opinion, a breach of the above. The by-law relating to vehicles with springs reads as follows; — (78) “No person shall drive or conduct any cart, dray, waggon or express on any street or public place unless the tyres of the wheels thereof shall be of the breadth hereunder specified, viz., If built with sprigs and cairying three-quarters of a ton or over, but not more than one and a-half tons to each pair of wheels (including the weight of the vehicle) not less than four inches. ” Now, the cart belonging to a certain local firm carries up to 30 cwt, on springs, with two-inch tires, and is not licensed. There are also two others licensed, with 2-inch tyres, and it will interest many of your readers to know whether the Town Clerk is responsible for what would appear to be a breach of the by-laws, unless, indeed, some alteration has been made of which the general public have not been notified. On several occasions I have been aroused from my peaceful slumbers by this nocturnal disturbance. —Yours etc., Annoyed.
