New York, January 28

President Roosevelt has appointed a Commission of eight experienced naval officers, charged with the following duties :

Firstly, to enquire into the fuudameutal principles of the organisation of the navy, in order to ensure efficient preparations for times of war or of peace. Secondly, to consider recommendations concerning changes in the present naval organisation, in order to accomplish this result.
