Sub-section 8 of section 51 of “ the Municipal Corporations Act, 1900,” dealing with the disqualification «as councillor, says: “ Any 'person being concerned orparticiialing(other than as a shareholder in an incorporated company, or In an association or partnership consisting of more than 20 persons) in any contract with or work to be done, or the supply of goods for the Council, if the payment of such contract, or work, or supply exceeds ,£5 for any one contract, or work or supply, or, ,£lO altogether in any year if more than one contract or work or supply.” Sub-section 2 of section 52 provides that if any person does any act as a councillor or m'ayor, being incapacitated under the above subsection is liable to a penalty not exceeding ,£SO for every such, offence.”
