SUBMARINES.

The Minister for Defence (Senator Pearce) has received from Sir George Sydenham Clarke (Governor of Bombay, formerly Secretary of the Imperial Defence Committee and Governor of Victoria) a report dealing with the value of the submarine for Australian defence.
The report says that the heavy seas prevailing off the Australian coast would be most unfavourable to the employment of submarines outside harbours. Even in calm weather, the chances of submarines successfully attacking an enemy’s vessels a distance from port must be remote. In the opinion of Sir George Clarke, the most that can be expected is that the presence of these craft in Australian ports would deter an enemy’s ships from approaching in daylight. It is difficult to understand how submarines could play an effective part in protecting commerce in Australian waters.
On these grounds. Sir George Clarke strongly advises that no money be expended by Australia in submarines.
