London, November 26. The second reading debate on the Licensing Bill in the House of Lords was adjourned after spirited speeches. Viscount St. Aldwyn suggested that the Government or the Bishop of London introduce a new Bill, embodying 30 claus;s, for promoting temperance. He was confident the Lords would pass it. The American and New York World has outlined Mr Bayard Hale’s interview with the Kaiser, ostensibly according to the suppressed copy in the Century Magazine. It has caused a three days’ wonder, because of the Kaiser’s hostility to Japan, King Edward and England. Mr Hales asserts that it is a fabrication, and it is also denied in Berlin. Tokio, November 26.
The Japanese journals do not discredit Mr Bayard Hales’ interview with the Kaiser, and interpret it as an attempt to destroy the Anglo-Japanese alliance and reopen the gulf of separation between the Occident and Orient.
