AN EXPANATION.

In reference to the statement by us in our editorial of Thursday last that “ it was a matter for surprise that it (section 4 of the Harbours Act 1878 Amendment Act 1886) had not been previously quoted," we are informed that the reason this enactment was not referred to by the framers of the Foxton Harbour Board Bill was that it did not affect the present position. Sections 2 to 7 of the Act (including the section in question) were repealed in 1902 by the Statutes Repeal Act and have consequently not been in force since that date, and have no bearing on the Bill now before Parliament. The only purpose which could be served by bringing up the Act of 1886 now, is in connection with the enquiry whether the Department controlling the wharf between 1886 and 1902 applied the funds according to the statutory requirements.
