The Social Democratic Congress attended by 15,000 delegates has opened at Nuremberg. Herr Singer is president, Mr, Harry Quelch, the English Socialist, in a characteristic speech said Chauvinism was stirred up in England as in other countries by large groupsc alculating upon wars as a source of profit to themselves. The party’s executive introduced a resolution blaming the Socialists in the Diets of Wurtemberg, Baden and Bavaria for voting the budgets of States representing the wealthy classes. Such budgets ought to be rejected or the result would be the introduction of others more unfavourable to the workers.
