AND GENTLEMEN— Believing that my past services as your representative in Parliament I have been reasonably acceptable, I therefore announce myself as a candidate for the Manawatu seat at the ensuing general election, and respectfully solicit a renewal of your confidence at the poll. Ladies and Gentlemen, — IN the Electoral Contest of 1905, when the forces of the Liberal Party and of the Opposition seemed very evenly balanced in this district, I found it to be my duty—as a loyal party man—to retire in favour of Mr John Stevens, who was the accepted Government candidate. I, however, after doing so, circulated my (printed) campaign speeches among all the voters of the district; so that all who were at that time on the roll had an opportunity of hearing what my chief political views are. In the present campaign, on the other hand, I am happily absolved from these particular bonds of Party discipline, through the Premier’s Second Ballot Bill, which has passed the Third Reading in the House, This Bill, as you will readily understand, makes me free to solicit your suffrages on this occasion with the feeling that I am only helping my Party, instead of injuring it, by doing so. NOTICE is hereby given that the Moutoa Drainage Board, at a special meeting held on the 27th August, 1908, passed the following resolution, that is to say : In pursuance and exercise ot the powers vested in it in that behalf by the “ Local Bodies Loans Act, 1901,'’ the Moutoa Drainage Board hereby resolves as follows :

That for the purpose of providing interest and other charges on a loan of six thousand pounds, authorised to be raised by the Moutoa Drainage Board, under the above named Act,for the construction of an overflow channel from the Karikari drain to the Diagonal drain, thence to the Government drain, and along that drain to the Manawatu river, cutting connecting drain, erecting floodgates at the ends of the Diagonal and Government drains, and all other works in connection there with the said Moutoa Drainage Board hereby makes and levies a special rate of seven-sixteenths of! a penny in the pound upon the capital rateable value of all rateable property of the Moutoa Drainage District Special Eating District, comprising all those properties in the Mt. Kpbinson Survey District within the boundaries of the said Moutoa Drainage District. Special Eating District starting from section 421 and continuing along the boundary of the Moutoa Drainage District to its junction with the main Foxton to Shannon Eoad, thence along the said road to the northern boundary of section 88, thence to the Manawatu river to the Shannon Ferry, thence along the Manawatu river to point of commencement at section 421, excluding therefrom parts of sections 251 and 258, and sub-sections 43, 44, 45, and 47, on the plan of the Moutoa estate. That such special rate shall be an annual recurring rate during the currency of such loan, and to be payable half-yearly on the first days of November and May in each and every year during the currency of such loan being a period of forty-one years or until the loan is fully paid off. That the interest to be paid is at the rate of 3| per centum per annum, and that the loan is for two successive years expenditure, and that the Engineer’s expenses, the cost of raising the said loan, and the first year’s interest may be paid out of the said loan. And notice is hereby further given that the above resolution will be submitted for confirmation by way of Special Order at a meeting of the Moutoa Drainage Board at the Council Chambers, Foxton, on TUESDAY, the 29th day of September, 1908, at 8 p.m. W.
