MOUTOA DRAINAGE BOaRD. NOTICE is hereby given that the Moitoa Drainage Board, at a special meeting held on the 27tli August, 1908, passed the following resolution, that is to say : In pursuance and exercise ot the powers vested in it in that behalf by the “ Local Bodies Loans Act, 1901,'’ the Moutoa Drainage Board hereby resolves as follows ; That for the purpose of providing interest and other charges on a loan of six thousand pounds, authorised to be raised by the Moutoa Drainage Board, under the above named Act,for the construction of an overflow channel from the Karikari drain to the Diagonal drain, thence to the Government drain, and along (hat drain to the Manawatu river, cutting connecting drain, erecting tloodgates at the ends of the Diagonal and Government drains, and all other works in connection therewith, the said Moutoa Drainage Board hereby makes and levies a special rate of seven-sixteenths of a penny in the pound upon the capital rateable value of all rateable properly of the Moutoa Drainage District Special Rating District, comprising all those properties in the Mt. Robinson Survey District within the boundaries of the said Moutoa Drainage District. Special Rating District starting from section 431 and continuing along the boundary of the Moutoa Drainage District to its junction with the main Foxton to Shannon Road, thence along the said road to the northern boundary of section 88, thence to the Manawatu river to the Shannon Ferry, thence along the Manawatu river to point of commencement at section 421, excluding therefrom parts of sections 251 and 258, and sub-sections 43, 44, 45, and 47, on the plan of the Moutoa estate. That such special rate shall be an annual recurring rate during the currency of such loan, and toe be payable half-yearly on the first days of November and May in each and every year during the currency of such loan being a period of forty-one years or until the loan is fully paid off. That the interest to be paid is at the rate of 3 j per centum per annum, and that the loan is for two successive years expenditure, and that the Engineer’s expenses, the cost of raising the said loan, and the first year’s interest may be paid out of the said loan. And notice is hereby further given that the above resolution will be submitted for confirmation by way of Special Order at a meeting of the Moutoa Drainage Board at the Council Chambers, Foxton, on TUESDAY, the 29th day of September, 1908, at 8 p.m. W. AND GENTLEMEN— Believing that my past services as your representative in Parliament have been reasonably acceptable, I therefore announce myself as a candidate for the Manawatu seat at the ensuing general election, and respectfully solicit a renewal of your confidence at the poll. TO THE ELECTORS OF MANAWATU. Ladies and gentlemen.— la announcing my candidature for this important Electorate, as a supporter of the Ward Government, at the forthcoming November election, and in soliciting your suffrages on that occasion I do so labouring under one disadvantage. Unlike one of my competitors I have not previously been a member of the House of Representath es, and if you do me the honour to accept my services at the November election you have to take me to a certain extent on trust. But, Ladies and Gentlemen, to everything there must be a beginning. The vacancies left by death and resignation could never in the long run be filled up, if the newcomers were for ever refused a hearing and a trial. What, therefore, I have to seek to convince you of, since I have no past Parliamentary services to plead, is that among newcomers I need not be ranked as unworthy of your trust an I confidence. I wish to impress on the electors that I support the Government policy, and that I approve of their general administration. From my past addresses, which have been circulated throughout the electorate, and from fresh speeches to be made during the present campaign, 'it will be patent to you what arc the several planks of my platform. I may here state that I fully recognise that the future Government of this Dominion requires the indisputable energy and progressive enterprise, combined with prudence, which the Liberal Administration has displayed for 17 i years.

My qualifications for-the position ot your representative, apart from the right of every elector to offer himself as a candidate for your suffrages, are, I venture to hope, sufficient. For many years I have occupied responsible positions in the New Zealand Civil Service, ending with the appoint" ment of Government Life Insurance Commisioner, and I have since held high business appointments in London and New York. I have, as many of you are aware, studied political science —theoretically and and practically—in a number of different countries. I have also had the honour of serving you in local matters and in municipal politics • —I trust I may assume satisfactorily, judging from the positions I have attained in successive pollings. This experience, it cannot be disputed, must fit its subject for dealing in a spirit of forethought with legislative and administrative measures calculated to promote the benefit of this Manawatu electorate (in which are my heart and my interests) and ot the Dominion as a whole. —I have the honour to be, Ladies and Gentlemen, Your obedient servant, F.
