St. Petersburg, Tuesday. The Czar and Czarina and daughters entrained at Peterhof. The utmost secrecy was observed, even the Court officials and the Duma being unaware of their plans. The torpedoers of the Baltic squadron have sailed to meet the Royal yacht Victoria and Albert, which is expected at ‘ eleven o’clock this morning. Teheran, Tuesday. The Shah has summoned notabilities to Bagshax, outside Teheran, and has arrested three reform leaders and appointed a notorious reactionary, Hagibiddowlah, as Governor of Teheran, which is in a state of panic. The Shah is increasing his forces hourly.
