London, March 20. The Archbishop of Canterbury and the Bishop of London (Dr Ingrain) have nominated the Rev. Clayton Twitchell, vicar of All Hallows, Fast India Docks, as first Bishop of the recently-esta-blished diocese of Polynesia. The Bishop of London transfers to the new bishop all his ecclesiastical jurisdiction over Polynesia. Bishop Willis, formerly of Honolulu, will continue to work in Tonga. St. Petersburg, March 21. M. Stolypin, the Premier, accepts the decisicu of the Duma’s committees in rejecting the battleships’ programme, and confining the vote to the smaller defensive craft. The Times comments that this fact is substantial prool of the constitutional progress of Russia. London, March 21. The Turin Academy of Science has awarded the Bressa Prize to Mr. Ernest Rutherford, Professor of Physics at Manchester University. London, March 22. Tlie Observer states that Sir Henry Campbell - Bannerman’s health is graver than the bulletins suggest. In addition to heart trouble, he is suffering seriously from dropsy. Paris, March 22. M. Farman travelled a mile and a half in his aeroplane at a height of six metres. After making three circuits he gently descended. [An aeroplane differs from an airship, inasmuch as it is not sup- - ported by anything in the nature of a balloon. It is the nearest approach to actual flight that science has yet achieved.] St. Petersburg, March 22. General Stoessel has surrendered, and has been placed in the barred cell of St. Peter and St. Paul at St. Petersburg. The cell is 19 feet square and adjoins that in which Admiral Niebagatoff is incarcerated. [General Stoessel was sentenced to teu years’ imprisonment in a fortress. Admiral Niebagatoff commanded a squadron of the Russian navy at the Battle of Tsushima- At a critical period he drew his ships out of action and attempted tq escape to the south, but most of his vessels were captured-] Melbourne, March 21.
A man was found early yesterday morning fast in a chimney at a barber’s shop at Horsham. The chimney was pulled down and the man released. He was subsequently arrested on a charge of breaking. He stated that be was put down the chimney, but declined to disclose his accomplices.
