ARTESIAN WATER SUPPLY.
[to the; editor.] Sir, —At first I thought of tendering for the supply of water.': (artesian) as advertised for the Borough of Foxton, but after perusing the frightful and wonderful specifications in the local Town Clerk’s office, I came to the conclusion, that anyone tendering under such circumstances, should not be permitted to roam at large. Firstly, the conditions cover five large sheets of paper, type-written, and contain about 140 (more or less) covenants to be observed, the majority of them entailing a stiff penalty, if the contractor commits a breach. Secondly, the contractor has to find all materials to do the necessary work, and if successful in getting 15 gallons an . hour, even then the Council will not pay him anything;, unless they ' are satisfied. Thirdly, if the contractor is successful in this, he has to put down another well in any place, which may be indicated by the Council, at the same price. Fourthly, the payment of wages fixed as the Council may think fit. Fifthly; the work be completed within three months however deep the contractor may have to go. In my opinion, the whole of the conditions are entirely onesided, all in favour of the Council ■ and totally unreasonable. Should the Council favourably amend them,- there is no reason why the work would not be properly, undertaken by those who k'now.yrelh sinking operations,-—I am etp., ✓ Contractor. '>
