The winner of any flat race after the declaration of weights to carry a penalty of lOlbs, and of any additional race a further penalty of 71bs. Horses handicapped at Bst 101 b or over to carry half the above penalties. The winner of any hurdle race after the declaration of weights to carry a penalty of lOlbs in the hurdle race and of any additional race a further penalty of 71bs. Entries by telegraph must be confirmed at earliest opportunity and name of trainer given. No horse allowed to start whose fees are unpaid.
