GERMAN NAVAL ESTIMATES.

Berlin, Nov. 26. A memorandum attached to the naval estimates shows that it is proposed to spend on the navy in the next ten years, half being on ships and armament. The estimates include money for a naval harbour extending 1000 yards into the sea at the southern corner of the island of Heligoland.
