CANADA AND JAPAN.

Ottawa, October 24. Sir Wilfred Laurier, Dominion Prime Minister, in a message asking the British Ambassador at Tokio to convey to the Mikado the Canadian Government’s sincere regret that the Vancouver disturbances should have occurred, and his assurance that utmost efforts would be made to prevent a recurrence, mentioned the existence amongst the people of the Pacific Coast of strong racial prejudices which, though greatly to be regretted, must be taken into consideration by all who desire to cultivate the best relations between Canada and the Orient. The Mikado has sent a cordial reply.
