Pekin, September 30. Owing to Yuan Shih-Kai’s influence, Manchu garrisons throughout the Empire have been disbanded and deprived of special privileges. This is considered an important step in the direction of eradicating racial jealousy. Berlin, September 30. The newspaper Vossische Zeitung announces that Prince Von Bueiow (the Imperial Chancellor) accompanies the Kaiser on his Majesty’s visit to England in November. The English language will hereafter be made a compulsory subject, and French optional, for the upper classes attending the Berlin Gymnasium. Formerly, French was a compulsorjr subject and English optional. New York, September 30. During a motor race here, a man named Smelsor, while travelling at the rate of 60 miles an hour, lost control of his machine, and was killed through colliding with a fence. Nine spectators were injured, two fatally. Paris, October 1. Heroic efforts are being made to save sufferers by the inundation in the South of France. Many persons are imprisoned in their homes at Beziers and Agde, both in the department of Herault, and are suffering from lack of food. Some of the rivers are still rising.
