. The Sultan Denounced. And Another Proclaimed. French Precautions. Morocco, August 29. General Drude has under his command at Casablanca six thousand troops, including five hundred Spaniards. Muli Hofed, in a letter he has forwarded to officials and notables at Mazagan (a seaport south-west of Casablanca), describes the policy of the Sultan Mulai Abdul Aziz as ruinous to Morocco. He recalls the fact that when the French temporarily occupied Ujda in March, after the murder of Dr Mauchamp at Marrakesh, the Sultan did nothing to secure their departure, and since then the Casablanca incident had occurred. Muli Hofed declares that he will grant satisfaction to the French Government for the murder of Dr Mauchamp and for other affairs. He hopes to enter into good relations with France and all the Powers, and urges the population to remain peaceful. Muli Hofed’s letter has been welcomed at Mazagan, where he has , been proclaimed Sultan. All former officials have agreed to remain in their posts. Muli Hofed has ordered all Government arms at Mazagan to be despatched to Marrakesh. Paris, August 29. It is semi-officially reported in Paris that owing to events connected with the elevation of Muli Hofed, brother of the Sultan, to the Sultanate of Marrakesh, and in order to provide for every eventuality, two battalions from Oran, in Algeria, have been ordered to reinforce General Drude at Casablanca. This has been done at General Drude’s request but it is added that the commander’s instructions remain unaltered.
