New York, August 16. The Telegraphists’ Union at Chicago has ordered all commercial telegraphists to strike immediately where contracts with the union have not been signed. There are serious out-breaks of cholera in several districts. Thirty-six deaths have been reported from Samara and six from Astrakhan. Ottawa, August 16. Earl Grey, Governor-General, in the course of a speech, declared the time had not arrived for Canada to contribute to a fleet. It was more important to Imperial interests that Canada’s present energies should be expended in other directions. Caracas, August 16. A Venezuela Court fined the Bermudez Ashphalt Company a million pounds sterling for aiding the Matos revolution. Material damages will be assessed later. The Hague, August 16. At the Peace Convention the votes being taken in Committee are generally in favour of British views on the submarine mines question. The discussion is proceeding. Eondon, August 16. The carters at Belfast have resumed work. The Under-Secretary for Ireland (Sir Anthony Macdonnell), speaking at Belfast, eulogised the magnanimity of the master carriers in facing temporary loss, and added that the merchants would treat them liberally. A settlement of the coalmen’s and dockers’ strike is apparently about to be effected.
