BOROUGH COUNCIL

Ordinary Meeting

The above meeting was held in the Council Chambers last evening. Present.—His Worship the Mayor (B. G. Gower Ksq.), Crs Gray, ' Coley, Austin, Wilson, Hennessy, Stiles, and Baker. An apology for absence was read from Cr Franklandi

Correspondence was read as follows :

From W. G. Tozer, asking payment of rent, £1 13s qd. From Mr J. Stevens, M.H.R., stating that he had made representations to the Minister for Railways re verandah at the local railway station ; and also with reference to correspondence with the Postmaster-General re necessity for erection of new post office, also replies from the Departments approached. From the Secretary of the Athletic Club, asking Council to carry out certain improvements to the running track at Victoria Park. It was reported there were no funds at present. Fron the Treasury, notifying payment of subsidy.

From eleven residents of Union Street, complaining of “terrible state ’ ’ of the road on the Southern side of the street, and that something be done to draw off the surface water. From G. Brewer, stating that his land bad been flooded, owing to the drain pipe in Harbour Street being inadequate to carry off the water, and asking that the matter be given attention. From G. Fowler, asking permission to use cycle track for a cycle race. From M. H. Walker, calling attention to bad state of Heta Street. From G. Blanche, tendering his resignation as nightman. From several metropolitan newspapers re price per annum for supplying papers to the readingroom. From Acting-Coroner, asking Council to carry out certain improvements to the morgue. From T. W. Butcher, submitting plan of site and mains for gas works. From T. and W. Mackay, re supplying books. The Mayor stated that the surface water in Union Street had been attended to.

Re Mr Brewer’s complaint, the Mayor said the culvert was alright, but the drains wanted cleaning out.—Cr Austin said horses trod in the sides of the drain. He had seen two feet of water over the culvert. —Cr Coley denied the latter statement. — Proposed by Cr Baker, and seconded by Cr Stiles, That in reply to Mr G. Brewer’s complaint, he be informed that the block of water is not from the Council’s culvert, but from owners of private property between the culvert and Mr Brewer’s property. —Carried. The application of Mr Fowler for use of cycling track on the Victoria Park be granted, provided that he does not interfere with any local arrangements. Mr Bradcock, dog tax collector, asked for the return of his deposit of as he intended leaving the district.—Resolved to accede to request, provided money, books, etc. be returned to the clerk.

Re circular from the Mayor of Wanganui on behalf of the Webb fund, Cr Coley suggested that Councillors give £5 a piece.—Circular laid on table. Proposed by Cr Stiles seconded by Cr Hennessy that the Council make a footwaj' in Gladstone Street, similar to the one formed on the south side of Union Street, and also take what steps are necessary to relieve the waters from this street. —Carried. It was resolved to have the road in Heta Street formed when the road-grader is in the borough. The Mayor’s action re appointment of nightsoil contractor was endorsed. —On the motion of Crs Baker and Hennessy it was resolved to publicly warn persons by advertisement against depositing tins and bottles in sanitary pans, and that action will be taken against offenders. Further, that the nightman will attend private houses fortnightly only, and hotels and boardinghouses every week, and that where required extra pans must be obtained by large householders.

The Council went into committee to consider tenders for erection of pound cottage, band shed, and channelling andkerbing. The tender of Mr Thos. Rimmer was accepted for the former work, and that of Messrs McMinn and Longworth for the latter. It was decided that the Works Committee consider the question of pipe culverts for crossings in Main St.

Mr Fullam’s offer to clear old logs in the cemetery at £3 was accepted. .It was resolved to furnish the morgue with bench, wash stand and basin, and 200 gallon tank. Or Coley complained that the pound book was not on the table for the Council’s inspection. The Clerk said it had not been forwarded. The poundkeeper’s report stated that 40 cows and 22 horses had been impounded during the month ; poundage fees, £x 15s. The Treasurer’s report was read as follows : Since the last monthly meeting of the Council the sum of the District Fund Account, which account has to its credit the sum of 6s 1 id. The balances of the various separate accounts are : General Account, £8 2s nd ; Reserves Account, ; Cemetery Account, £2l 7s icd; Interest Account, £37 4s (all in credit) ; Library Account, £ll 7s 2d (dr.) ; Sanitation Account, £3 18s xxd (dr.).

The overseers reportwas read. Accounts were passed for payment and reports adopted, and the Council rose at 10.35 p.m.
